I think I may have discovered why some attribute table work might appear to work sometimes and then be unaccessable at other times. I had used the Edit function to edit individual values within the table and then realized that had one class too many and so decided to rebuild the data layer. In my haste, I did not stop and close the editor and some pretty bizzare behavior occurred aftwards. Note to self, always Stop Editing and Save Changes if desired when working with the editor.
Not sure what caused the bubbly looking blue on white in the Gulf of Mexico but ran out of time to resolve.
